1. Introductory Paragraph  陳怡彤Vivian

There are many controversial issues in such a complicated world, the death penalty is one of them. On this issue, some people believe that it is necessary to carry out the death penalty on murderers, while others think it is unnecessary. In our group’s, the death penalty is an indispensable form of punishment for murder, not just in prison.

2. Body Paragraph 陳怡彤Vivian, 鄒佩珊Stella, 紀沛君Kelly, 廖曉芊Sharon

The first reason is that death penalty saves the government's fiscal expenditure. Many people may argue that life imprisonment and restriction of freedom are also a form of severe punishment, but they do not think that life imprisonment is a very big financial cost. For prisoners who are imprisoned for life, our government is going to support them for the rest of their lives. Why should we use taxpayers' money to keep those who hurt people? According to legal experts, the cost of a shootout is the lowest. It doesn't require any technology or complex equipment. A short or long gun, a wall or a tree, and a criminal is enough for a quick execution. As far as we know, the way to death in Taiwan is to shoot. According to the cost of a single shot is about 16 thousand dollars, while raising a life-long inmate costs about four million dollars. Not to mention we don't know how long each prisoner will live, so the death penalty is the best way to save the government's fiscal expenditure.

Another reason that we agree with death penalty is that it has a powerful deterrent effect. The death penalty will warn people not to break the law, and it will also make the country stable. In addition, the death penalty can also allow those criminals who have committed a crime and cannot be enlightened to be punished. For example, the terrible MRT random homicide occurred in Taiwan in 2014, causing many casualties. The prisoner was found unable to be enlightened after a psychiatric evaluation, so the government decided to impose the death penalty. Since then, the public has many different views on the death penalty of prisoners. According to the statistics of Agency of Corrections, Ministry of Justice (MJAC), it demonstrates that the recidivism rate is around 60% every year in Taiwan. An example was that Xian-Zheng, Huang strangled his wife in 1995, but he never repented when he was caught again. After Xian-Zheng, Huang paroled for three years, he murdered two people in only six days. Finally, he was sentenced to death in Tainan Prison in 2012. Although the opponents believe that the death penalty deprives a precious life. However, it seems that most murderers who are released or paroled from prison are still precarious individuals. I argue that the death penalty can not only allow those criminals to be punished, but also avoid innocent people's casualties.

While many opponents of the death penalty believe that the state has no right to deprive a person of the right to life. There is no denying that the right to life is vital to everyone. However, these opponents did not expect that the state would not be able to protect the right to life of other citizens at the same time. When it comes to serial killers or prisoners who are vengeful against society, it is terrible that not to deprive them of their right to life. If the state does not use the death penalty to punish these people in time, when they are out of prison after many years, this fearful mentality will not change. At this time, citizens' right to life will once again be threatened. It is impossible for the state to protect individual lives and endanger more lives. If the state really needs to make a choice, from the vision of the overall situation, the state will not choose to save a little but lose a lot. Therefore, in this case, the state has the public power to protect social security.

5.Concluding Paragraph  鄒佩珊Stella

Death penalty should not be banned for many reasons. Firstly, it costs the government a lot of money to keep a life imprisonment prisoner. What’s more, on what basis should we pay taxes to the government to support prisoners? Secondly, the capital punishment is powerful enough to deter murderers from killing. Thirdly, for those murderers who cannot be enlightened, this is the only way to protect innocent civilians. More importantly, we should not sacrifice the right to live of most innocent citizens just to protect the right to live of the few murderers. Although there are chances that innocent person may be punished by death penalty, such incidents are rare. As former Soviet OMON police officer Vladimir Antyufeyev said, “Introducing the death penalty is not revenge, it is the highest degree of social protection. Indeed, a society without righteousness is one where innocent citizens are scarcity of both right and protection.
